In many Native communities, alcohol and substance use disorders (AUD/SUD) are intertwined with the impacts of Westernization, Eurocentrism, forced displacement, boarding schools, and systemic violence. These harms were not accidental, they were deliberate strategies aimed at eroding cultural identities and destabilizing communities.

Substance use is often intertwined with these experiences, whether it’s the perpetrator and/or the victim-survivor who is under the influence of alcohol or drugs. In some scenarios, substances may be used to cope with past trauma, increasing a victim-survivors vulnerability or risk for future victimization.

This timeline provides an overview of historical and contemporary factors contributing to prevalence of sexual violence within Tribal populations. It traces the impact of federal policies, legal decisions, jurisdictional gaps, and social movements that have shaped the challenges and responses within those communities. It seeks to promote greater understanding of the complex landscape surrounding sexual violence within Indian Country and to support ongoing efforts toward justice, accountability, and self-determination.

Intentional communication can be an element of healing when a service provider uses language to create positive experiences and a safe environment for American Indian and/or Alaska Native individuals receiving services as a result of sexual violence.

In Tribal communities across the United States, sexual violence remains a pervasive and urgent issue. Native people experience some of the highest rates of sexual assault and abuse in the country. Despite this, the issue remains largely hidden, underreported, and inadequately addressed by both mainstream public health systems and law enforcement.
